Most commentators on President Bush's speech of June 24, 2002 
focused 
on his apparent desire to get rid of Arafat and to redesign the entire 
Palestinian Authority structure in a way directly beneficial to 
Israel's 
future. They missed WHY Bush wants to carry out these reforms. It's the 
WHY 
which is the key to understanding the speech.
The real target of Bush's speech is the Islamic resistance which 
makes 
subjugation of Palestine impossible.  He made it very clear who are the 
terrorists in his view. Said Bush:
"Every nation actually committed to peace will stop the flow of money, 
equipment and recruits to terrorist groups seeking the destruction of 
Israel, 
including Hamas, Islamic Jihad and Hezbollah." (Page 3 of Bush speech 
transcript issued by IAP.)
When Bush says "terror" or "terrorist", he is echoing Sharon and 
Netanyahoo. These words are thinly veiled code for Islamic resistance.  
As 
Palestinian writer Mazin Qumsiyeh noted, the Bush speech mentioned 
"terror" 
or "terrorism" against Israel 18 times but Israeli terrorism against 
Palestinian Muslims and Christians ZERO times. Qumsiyeh also noted that 
the 
1867 word speech referred to INTERNATIONAL LAW, HUMAN RIGHTS and U.S. 
TAX 
FUNDING OF Israel ZERO times.
The Bush speech focuses on the purposes of the 
to-be-reformulated 
Palestinian Authority.
1. It will work with Israel, Egypt and Jordan "on security." Egypt and 
Jordan 
have crushed the Islamic movement. Egypt has 60,000 political prisoners 
(the 
most recent arrests were members of Hizbut Tahrir) while Jordan 
routinely 
executes Islamic dissidents.
2. The CIA and FBI will be brought in to crush Palestinian resistance. 
This 
was a requirement in the Mitchell plan too. Now Bush himself makes it 
explicit. In his words, the Palestinian Authority, as re-constituted, 
"will 
require an externally supervised effort to rebuild and reform the 
Palestinian 
security services."
3. The new puppets will carry out Bush's orders. Otherwise he will not 
support a "Palestinian state." And what are those orders? "... The 
United 
States will not support the establishment of a Palestinian state until 
its 
leaders engage in a sustained fight against terrorists and dismantle 
their 
infrastructure."  Thus Bush's version of a Palestinian state is that of 
a 
police force under the CIA's orders hired to liquidate all Islamic 
activists 
and Christians who do not recognize Israel.
4. Mr. Bush recognizes that no Muslim nation will voluntarily destroy 
its 
soul, that is the Islamic resistance. He realizes that massive funding 
will 
be required to hire mercenaries and collaborators and to build 
institutions 
where their families can live comfortably after the Muslims have been 
slaughtered. (This is again the Egyptian model where Hosni Mubarak and 
his 
family have become among the richest people in the middle east while 
most 
Egyptians live in abject poverty.)  Mr. Bush promises his future 
puppets that 
he and his agencies will provide the required funding. He specifically 
mentions the World Bank and IMF. (P.2)
5. What role does Bush envisage for the rest of the Arab world, Africa 
and 
the Muslim world in general?
5a. "Every leader" must denounce "homicide bombings." Thus the people's 
resistance against Jewish occupation forces has to be declared criminal 
activity.
5b. Bush sees all countries in the middle east accepting subservience 
to 
Israel. At his orders (whether they like it or not), "Arab states will 
be 
expected to build closer ties of diplomacy and commerce with Israel."
5c. If they don't accept Israeli dominance? Then they will be seen as 
supporting terrorism and Bush reminds them that they are "either with 
us or 
against us." [For Bush, the doctrine of neutrality has become 
irrelevant.]
STRATEGIC BLUNDER: Mr. Bush, under Jewish tutelage, is leading 
America 
down a road which can only lead to America's isolation and, over an 
extended 
period of time, defeat. America is still not hated by the Muslim 
masses. 
Muslims have largely been peaceful in their denunciations of the U.S. 
"war 
against terror." Most Muslims, based on numerous surveys, including 
those 
carried out by American agencies, support Osama bin Laden and the 
Taliban. 
They see Bush and Sharon as aggressors BUT THEY HAVE AVOIDED TAKING 
PHYSICAL 
STEPS AGAINST THE U.S. presence. American reports indicate that 
thousands of 
young people from just about every country physically  joined Osama Bin 
Laden. The Al-Qaidah prisoners taken by the U.S. are from 100 
countries.
If Bush continues on the path chosen for him by Sharon and the 
Jewish 
lobby in America, Muslims joining Osama with physical intent to fight 
America 
could number in millions in the next ten years.
With his denunciation of HAMAS, ISLAMIC JIHAD and HIZBULLAH, Bush 
has 
served notice that for him every Islamic fighter is a "terrorist." 
These are 
popular, authentic resistance movements and no one worth the name of 
Muslim 
considers them terrorists.
In Pakistan, Bush has denounced Lashkare Taiba and Harakatul 
Mujahideen 
(in previous speeches). In Egypt, he considers al-Gamaa al-Islamiyya 
"terrorist." In Uzbekistan, he supports torture and liquidation of 
Hizbut 
Tahrir. In Tunisia and Algeria, criminal regimes involved in massive 
human 
rights violations have Bush's support. Somalia, Yemen and Sudan also 
have 
tremendous U.S. pressure on them to sell themselves to the "crush 
Islam" 
movement.
Only the Iraqi ruler stands defiant and the U.S. is openly 
preparing 
military and CIA forces for his overthrow.
If everywhere repression is working and the activists are being 
targeted, why do we call Bush's Sharon plan a blunder? The answer is 
that 
MOST MUSLIMS ARE AT THE BRINK of joining the Islamic movement. They 
need a 
little push. If thousands of ordinary Muslims are rounded up, if the 
U.S 
openly joins Sharon in crushing Palestinians, that would be the 
catalyst the 
Muslim world needs. Most Muslims have simple-mindedly seen America as 
an 
"honest broker." Bush is working hard to disillusion them. For the 
Islamic 
movement, that is great help.
Clinton and Rabin were much better at fooling people. With Bush, there 
can 
only be more and more awakening and understanding. Should we say "thank 
you 
Bush?"
